Two zoning measures could expand inclusionary zoning

DCAR’s Government Affairs team is keeping a close eye on two pieces of zoning initiatives that would expand inclusionary zoning (IZ) in the District of Columbia. IZ is a land-use technique for developing diverse, mixed-income communities by requiring that each new residential development make a percentage of the new units affordable to targeted incomes.

According to the Office of Planning, IZ “is intended to let developers build more units through a “density bonus,” along with other incentives to help the program operate better.” Read more about the IZ program.

DC Mayor Muriel Bowser indicated in her Comprehensive Plan recommendations that she wants to significantly boost housing production, and IZ is low-hanging fruit. The two zoning measures have to do with covering areas that were previously exempt and increasing set-aside requirements for density map amendments. Learn more about the measures.
